Drone Damage Documentation in Bainbridge and Thomasville After Hurricane Isaias

  • At 10 PM CDT on October 9, 2026, National Hurricane Center Advisory 14 placed the center of Isaias over the western Florida Panhandle, about 45 miles east-northeast of Pensacola, moving north near 20 mph with maximum sustained winds near 90 mph, and expected it to move across Alabama and into the Tennessee Valley on Saturday and Sunday.   • At 8:30 PM CDT on October 9, 2026, the National Hurricane Center said Hurricane Isaias made landfall near Destin, Florida, with maximum sustained winds of 105 mph. National Hurricane Center, Tropical Cyclone Update.
  • The National Hurricane Center's 4 PM CDT advisory on October 9 placed Isaias about 90 miles south of Pensacola with maximum sustained winds of 115 mph, moving north at 17 mph, and forecast landfall on the western Florida Panhandle coast that evening, then a track across Alabama into the Tennessee Valley. National Hurricane Center, Public Advisory 13.
  • That advisory carried a hurricane warning from Ocean Springs, Mississippi, to the Bay and Gulf county line in Florida, and tropical storm warnings to the west into Louisiana and to the east to the Aucilla River. National Hurricane Center, Public Advisory 13.
  • The same 4 PM CDT advisory forecast rainfall of 4 to 8 inches across southern Alabama, the Florida Panhandle and Big Bend, and southwest Georgia from Friday through the weekend, and 2 to 5 inches across much of the remainder of the Southeast. It said flash, urban, and river flooding was possible across the region, with considerable impacts likely across much of southern Alabama and the Florida Panhandle into southwestern Georgia.   • It said the tornado risk would continue that evening and night across the Florida Panhandle, southeast Alabama, and southern Georgia, and that the tornado threat would continue Saturday across parts of eastern Alabama, the Florida Panhandle, Georgia, and the Carolinas.   • Georgia: Governor Kemp issued an updated state of emergency for all 159 Georgia counties on October 8 in preparation for Hurricane Isaias, in Executive Order 10.08.26.01, so Decatur County, Thomas County, and Grady County are covered. If Isaias reaches Bainbridge and Thomasville

Bainbridge and Thomasville is inland, and the advisory lines above are what the National Hurricane Center said about rain, flooding, and tornadoes in Georgia and the rest of the Southeast. If wind brings a tree or limbs down on a roof, lifts shingles, or lets rain in anywhere in Bainbridge, Thomasville, Cairo, and unincorporated Decatur, Thomas, and Grady counties, the record that helps most is the one made before the tree is cut off the roof and the tarp goes on. They do not by themselves bar drones and start well above the 400-foot drone limit, but military jets may train low there on weekdays, so the pilot keeps a close watch. faa.gov

FAA flight restrictions after the storm

The FAA issues temporary flight restrictions for natural disasters such as hurricanes.   • Lake Seminole, U.S. Army Corps of Engineers lands and waters. Corps of Engineers rules bar flying aircraft, drones included, on Corps project lands except at locations the District Commander designates, for hobby and commercial flights alike. Lake Seminole is a Corps project partly in Decatur County, and we could not confirm a designated flying area there, so the pilot checks with the Lake Seminole Corps office first.   • City of Bainbridge. Bainbridge's park rules make it unlawful to endanger the public in a city park by propelling objects such as model airplanes, except in areas set apart for that. The rule does not use the word drone and covers only city parks. In its words: “games involving throwing or otherwise propelling objects such as balls, stones, arrows, hatchets, axes, javelins, or model airplanes except in areas set apart for such forms of recreation” library.municode.com
  • State of Georgia. Georgia Code Section 6-1-4, as reprinted in the General Assembly's 2026 bill HB 949, preempts city and county rules on flying drones. A city or county may still enforce an ordinance adopted on or before April 1, 2017, enforce FAA restrictions, and allow or ban launching or landing a drone on its own public property, except for commercial flights. In its words: “Any ordinance, resolution, regulation, or policy of any county, municipality, or other political subdivision of this state regulating the testing or operation of unmanned aircraft systems shall be deemed preempted” legis.ga.gov

Roof permits and tarping

  • Bainbridge and unincorporated Decatur County. One joint Bainbridge-Decatur County Building Department at Bainbridge City Hall issues permits through an online portal, and contractors register on the portal before pulling a permit.   • Unincorporated Thomas County. Thomas County Inspections and Planning issues building permits outside the cities, to a state-licensed contractor registered with the county or to the homeowner. County code also has a disaster rule requiring repair contractors to register and post an emergency permit once the Governor's declaration and a local declaration put it in effect; we did not find a local declaration doing that for Isaias. thomascountyboc.org
  • Unincorporated Grady County. Grady County Code Enforcement in Cairo issues permits under the county building code and posts a roof permit application that covers repair work and calls for inspections of flashing, nailing or screw patterns, and any replaced sheathing. Storm debris pickup

Once debris goes to the curb or is hauled off, the record of where it landed is gone. If it is safe to leave it, fly first, then move it.

  • City of Thomasville. We did not find an Isaias notice. Standing rules: compact piles of vegetative matter only, limbs no longer than 6 feet and no wider than 4 inches, and no plastic bags, cardboard boxes, or paper bags; larger piles and contractor yard debris are special pickups. Earlier guidance from Hurricane Michael in 2018 asked residents to put yard trimmings on the city right-of-way, off roads, drains, and sidewalks, without household or construction trash mixed in. thomasville.org
  • City of Bainbridge. We did not find a storm debris page. Standing city code: limbs and cuttings go near the street or sidewalk but not in them, no longer than 4 feet, and never in ditches or drains; the city does not remove roofing or other building debris, and contractor tree debris is removed by the owner, occupant, or contractor. library.municode.com
  • City of Cairo. We did not find a storm debris page. Standing city code: trees, limbs, and stumps placed by the resident along the roadway are collected only if under 12 inches across and less than 4 feet long, kept separate from other clippings, and a contractor removes the debris from its own work. library.municode.com
  • Unincorporated Decatur, Thomas, and Grady counties. We did not find a storm debris page or an Isaias notice on the three county sites. Thomas County runs drop-off collection sites for households and bars roofing, lumber, limbs, and trees from its garbage bins; Decatur County points residents who want curbside pickup to the City of Bainbridge; Grady County's disposal sites take household garbage only. thomascountyboc.org
