Storm facts, as of October 9, 2026, 4:55 PM CDT
- The National Hurricane Center's 4 PM CDT advisory on October 9 placed Isaias about 90 miles south of Pensacola with maximum sustained winds of 115 mph, moving north at 17 mph, and forecast landfall on the western Florida Panhandle coast that evening, then a track across Alabama into the Tennessee Valley. - That advisory carried a hurricane warning from Ocean Springs, Mississippi, to the Bay and Gulf county line in Florida, and tropical storm warnings to the west into Louisiana and to the east to the Aucilla River. National Hurricane Center, Public Advisory 13.
- The same 4 PM CDT advisory forecast rainfall of 4 to 8 inches across the Florida Panhandle and Big Bend from Friday through the weekend, with localized totals up to 15 inches possible, particularly within banding across the Panhandle and Big Bend. National Hurricane Center, Public Advisory 13.
- It said flash, urban, and river flooding was possible across the region, with considerable impacts likely across much of the Florida Panhandle, and that the tornado threat would continue that evening and Saturday across the Florida Panhandle. It also said tropical-storm-force winds extended outward up to 205 miles from the center. National Hurricane Center, Public Advisory 13.
- Florida: Executive Order 26-211, signed October 7, declares a state of emergency in 27 counties, listed in the order, including Escambia, Santa Rosa, Okaloosa, Walton, and Bay. Executive Office of the Governor of Florida, Executive Order 26-211.

If Isaias reaches Chipley and Bonifay
Chipley and Bonifay is inland, and the advisory lines above are what the National Hurricane Center said about the Florida Panhandle and Big Bend as a whole. If wind brings a tree or limbs down on a roof, lifts shingles, or lets rain in anywhere in Chipley, Vernon, Bonifay, unincorporated Washington County, and unincorporated Holmes County, the record that helps most is the one made before the tree is cut off the roof and the tarp goes on. A drone flight records the roof from overhead without anyone climbing it, and it records where trees and limbs came to rest before they are hauled to the curb.
Safety first
Do not go back, fly a drone, or climb a roof in Chipley and Bonifay until local officials say it is safe. Stay off the roof: a drone flight is how the roof gets documented without anyone on it. Do what keeps people safe and prevents more damage, even if that means the tarp goes on before anyone flies.
Airspace around Chipley and Bonifay
The FAA decides who may fly where. Here is what FAA airspace data and orders show in and around Washington and Holmes counties, checked October 9, 2026:
- Chipley, Vernon, Bonifay, and nearly all of Washington and Holmes counties (an area where FAA data show no controlled airspace near the ground and no national security drone restriction in either county). The Class E airspace around Tri-County Airport in Bonifay starts 700 feet or more above the ground, and FAA data show no facility map grid over the towns. The pilot still checks the exact address, and after the storm the FAA may put a temporary flight restriction over the area. FAA data
- Restricted Area R-2914A, Eglin AFB (a restricted area from the surface up, in effect at all times, crossing a small piece of Washington County's southwest corner near the Choctawhatchee River, away from the towns). Drones do not fly there. A property near the boundary is planned so the drone stays outside it on the FAA map, and the pilot checks each address before a job is quoted. faa.gov
- Tyndall C Military Operations Area and Alert Area A-211 (a military operations area from 300 feet above the ground southeast of Chipley and east of Wausau, and an Army helicopter training alert area over northern Holmes County including Esto). Neither one bars drones, but both mean military aircraft may fly low on weekdays, so the pilot keeps a close watch. Bonifay is outside the alert area. faa.gov

FAA flight restrictions after the storm
The FAA issues temporary flight restrictions for natural disasters such as hurricanes. They are published as NOTAMs and keep aircraft, including drones, from flying in an area without permission for a limited time. Active restrictions over Florida are on the FAA’s TFR list. To fly in one, a pilot coordinates with the controlling agency named in it, and approval is the FAA’s decision. A restricted area can add time to a shoot, and some flights wait until a restriction lifts.
Local drone rules
- State of Florida. Florida reserves drone regulation to the state, so cities and counties may not pass their own ordinances on drone operation, airspace, altitude, or flight paths. State law separately limits flights over critical infrastructure such as power plants, airports, and military installations, and over K-12 schools without written consent. In its words: “a political subdivision may not enact or enforce an ordinance or resolution relating to the design, manufacture, testing, maintenance, licensing, registration, certification, or operation of an unmanned aircraft system” leg.state.fl.us
- Florida state parks. Florida's state park rule bars any aircraft or other aerial apparatus from taking off from or landing in a state park, such as Falling Waters State Park near Chipley and Ponce de Leon Springs State Park in Holmes County, except in a life-threatening emergency or at a designated landing facility. flrules.org
- Pine Log State Forest. The Florida Forest Service bars taking off or landing an aircraft on state forest land except at a runway or helispot with its authorization, and the amended rule names drones. A drone is not launched from the state forest without that authorization. flrules.org
We did not find a local drone takeoff or landing rule on the official pages of the City of Chipley, the City of Vernon, the City of Bonifay, and unincorporated Washington and Holmes counties. Check with the city or county before launching from a park or beach. Pilots check local rules for takeoff and landing sites as well as FAA rules.
Roof permits and tarping
If it is safe, document the roof before the tarp goes on, then document the tarp once it is on. Before repairs, check what the building department requires.
- Unincorporated Washington County. The Washington County Building Department issues permits. Its trade permit application has a roof section, a separate inspection affidavit covers roof deck nailing and the secondary water barrier with photos of each roof plane, and roofing contractors need a county certificate of competency. washingtonfl.gov
- City of Chipley. Chipley's development guide says the Washington County Building Department issues building permits, and city approval comes first. cityofchipley.com
- Unincorporated Holmes County. The Holmes County Building Department in Bonifay lists a roofing permit application and a roof nailing inspection affidavit among its forms. Its fee schedule says fees may be waived for like-value replacement after fire or storm damage. holmescountyfla.com
- City of Bonifay. The city lists no building department and contracts planning and zoning to an engineering firm. Neither the city nor the county site says who permits roof work inside Bonifay, so ask Bonifay City Hall first. cityofbonifay.com
We did not find a storm roof repair rule on the official pages of the City of Vernon. Check with the city or county building department before repairs.
Storm debris pickup
Once debris goes to the curb or is hauled off, the record of where it landed is gone. If it is safe to leave it, fly first, then move it.
- City of Chipley. We did not find an Isaias debris notice. Standing rules: the city picks up limbs and brush once a month by ward, limbs no more than 4 inches across and 4 feet long, leaves and clippings bagged at the street edge. We did not find a storm debris page for the City of Vernon, the City of Bonifay, unincorporated Washington County, and unincorporated Holmes County. Check with the city or county for pickup rules.
What gets documented
- The roof. Missing and creased shingles and lifted membrane, from straight overhead.
- The exterior and site. Every side of the structure, plus fences, outbuildings, and detached structures.
- Wind versus water. Water lines, high-water marks, flood extent, and where debris came to rest.
- Trees and impact. A tree on a structure before removal, and downed trees across the yard, fences, and vehicles.
- Emergency work. Tarps and board-up, documented once they are on.
