Drone Damage Documentation in Dothan and Enterprise After Hurricane Isaias

For homeowners, contractors, and adjusters with property in Dothan, unincorporated Houston County, Enterprise, and Ozark. Once local officials say it is safe, lossmap can fly a record of the roof, every side, and trees and debris where they landed, before tarps go on and cleanup starts. Every job is reviewed and quoted, and that review confirms whether and when a flight can happen. Nothing is charged when you order.

Storm facts, as of October 9, 2026, 4:55 PM CDT

  • The National Hurricane Center's 4 PM CDT advisory on October 9 placed Isaias about 90 miles south of Pensacola with maximum sustained winds of 115 mph, moving north at 17 mph, and forecast landfall on the western Florida Panhandle coast that evening, then a track across Alabama into the Tennessee Valley. National Hurricane Center, Public Advisory 13.
  • That advisory carried a hurricane warning from Ocean Springs, Mississippi, to the Bay and Gulf county line in Florida, and tropical storm warnings to the west into Louisiana and to the east to the Aucilla River. National Hurricane Center, Public Advisory 13.
  • The same 4 PM CDT advisory said the center was expected to move across Alabama and into the Tennessee Valley Saturday and Sunday, and that hurricane-force winds were expected to spread inland as far as 100 miles from the coast into southern Alabama. National Hurricane Center, Public Advisory 13.
  • It forecast rainfall of 4 to 8 inches across southern Alabama from Friday through the weekend, said flash, urban, and river flooding was possible across the region, and said the tornado threat would continue Saturday across parts of eastern Alabama. National Hurricane Center, Public Advisory 13.
  • Forecast Advisory 13, issued at 2100 UTC on October 9, listed the next forecast points as inland, with maximum sustained winds of 75 knots at 0600 UTC on October 10, then post-tropical and inland by 1800 UTC that day. National Hurricane Center, Forecast Advisory 13.
  • Alabama: Governor Ivey declared a state of emergency for 40 counties on October 7, with a mandatory evacuation of non-residents and visitors in Baldwin County south of the Gulf Intracoastal Waterway and on Dauphin Island. Office of Alabama Governor Kay Ivey.
  • Alabama: Houston County, Coffee County, and Dale County are among the 40 counties named in Governor Ivey's October 7 state of emergency proclamation. State of Alabama, Proclamation by the Governor, October 7, 2026.

If Isaias reaches Dothan and Enterprise

Dothan and Enterprise is inland, and the advisory lines above are what the National Hurricane Center said about Alabama as a whole. If wind brings a tree or limbs down on a roof, lifts shingles, or lets rain in anywhere in Dothan, unincorporated Houston County, Enterprise, and Ozark, the record that helps most is the one made before the tree is cut off the roof and the tarp goes on. A drone flight records the roof from overhead without anyone climbing it, and it records where trees and limbs came to rest before they are hauled to the curb.

Safety first

Do not go back, fly a drone, or climb a roof in Dothan and Enterprise until local officials say it is safe. Stay off the roof: a drone flight is how the roof gets documented without anyone on it. Do what keeps people safe and prevents more damage, even if that means the tarp goes on before anyone flies.

Airspace around Dothan and Enterprise

The FAA decides who may fly where. Here is what FAA airspace data and orders show in and around the Wiregrass, checked October 9, 2026:

  • Dothan Regional Airport (Class D airspace from the surface to 2,900 feet MSL within 4.7 miles of the airport when in effect by NOTAM, and a Class E surface area over the same circle). Controlled airspace from the ground up over parts of northwest and north Dothan around the airport, plus nearby unincorporated Houston County, so a Part 107 pilot needs FAA airspace authorization before a flight there. FAA data do not show LAANC for this airport, so the request goes to the FAA through FAADroneZone rather than an automatic approval. faa.gov
  • Dothan Class E surface extension (Class E airspace from the surface in a corridor southeast of the airport, over parts of central and south Dothan including downtown). FAA guidance for drone pilots treats a surface extension like this one differently from the airport's own Class D and surface area. The pilot confirms on the FAA map which zone the address is in and gets FAA authorization where it is required. faa.gov
  • Cairns Army Airfield, Fort Rucker (Class D airspace from the surface to 2,800 feet MSL within 5 miles of the airfield when in effect by NOTAM, with a Class E surface area and extensions to the southwest and south). Controlled airspace from the ground up over Daleville and the main post, and over parts of the east edge of Enterprise and the south edge of Ozark, so a flight there needs FAA authorization first. The FAA facility map ceilings vary by grid square, and some squares have no automatic approval. The pilot checks each address. faa.gov
  • Fort Rucker, Cairns Army Airfield, and Shell Army Heliport (national security drone flight restrictions from the surface to 400 feet over the post between Enterprise, Daleville, and Ozark, over Cairns at Daleville, and over Shell on the north side of Enterprise). Drones may not fly over these facilities, and they are fixed no-fly areas, not something an airspace authorization approves. For a property next to one, the pilot plans the flight to stay outside the boundary on the FAA map, and the job review confirms whether and when a flight can happen. FAA data
  • Restricted Area R-2103A, Fort Rucker (a restricted area from the surface to 5,000 feet MSL within 4 miles of a point on the post north of Enterprise and west of Ozark, in effect at all times). Restricted airspace from the ground up, so drones do not fly there. The Enterprise and Ozark city centers are outside it. faa.gov
  • Alert Area A-211 (Dothan) (an alert area from the surface to 5,000 feet over the Wiregrass outside the restricted area and the airport areas, used by the U.S. Army at Fort Rucker on weekdays). The FAA defines an alert area as airspace that may hold a high volume of pilot training. It is not a no-fly area, but here it means Army helicopter training, with helicopters flying very low around off-post stagefields in Houston, Dale, and Coffee counties, so the pilot keeps a close watch. faa.gov
  • Downtown Enterprise and Ozark, and east and south Dothan outside the surface extension (areas where FAA data show no controlled airspace near the ground, no restricted area, and no national security drone restriction at the points checked). The edges of Enterprise and Ozark reach into the Cairns airspace and Shell borders north Enterprise, so the pilot checks the exact address, and after the storm the FAA may put a temporary flight restriction over the area. FAA data

For every address in Dothan and Enterprise, the pilot checks the airspace and gets FAA authorization where it is required. The job review confirms whether and when a flight can happen. See the FAA rules for drone roof inspections.

FAA flight restrictions after the storm

The FAA issues temporary flight restrictions for natural disasters such as hurricanes. They are published as NOTAMs and keep aircraft, including drones, from flying in an area without permission for a limited time. Active restrictions over Alabama are on the FAA’s TFR list. To fly in one, a pilot coordinates with the controlling agency named in it, and approval is the FAA’s decision. A restricted area can add time to a shoot, and some flights wait until a restriction lifts.

Local drone rules

We did not find a local drone takeoff or landing rule on the official pages of the City of Dothan, unincorporated Houston County, the City of Enterprise, and the City of Ozark. Check with the city or county before launching from a park or beach. Pilots check local rules for takeoff and landing sites as well as FAA rules.

Roof permits and tarping

If it is safe, document the roof before the tarp goes on, then document the tarp once it is on. Before repairs, check what the building department requires.

  • City of Enterprise. Enterprise has its own roof permit application, run by Engineering Services and Public Works. A contractor shows a City business license and the signed contract with the cost and details of the work; a homeowner doing their own repair shows proof of ownership and the same details. On the roof form, the applicant agrees to remove all debris from the job. The city's October 9 Isaias notice also says to hire only properly licensed contractors for storm repairs. enterpriseal.gov
  • City of Dothan. Dothan's city code lists roofing among the work that needs a permit. An owner doing the work can pull it; otherwise a contractor licensed to work in Dothan pulls it through Building Inspection Services. We did not find storm-specific language. library.municode.com
  • Unincorporated Houston County. The county's Road and Bridge department issues building permits, but the county says it does not perform building inspections. We did not find roof-specific guidance. houstoncountyal.gov

We did not find a storm roof repair rule on the official pages of the City of Ozark. Check with the city or county building department before repairs.

Storm debris pickup

Once debris goes to the curb or is hauled off, the record of where it landed is gone. If it is safe to leave it, fly first, then move it.

  • City of Dothan. We did not find a storm debris page or an Isaias debris notice. The city's Isaias post tells residents not to remove trees or debris near power lines. Standing rules: yard waste and bulk items at the curb, not in the street, one pile per home, limbs no more than 5 feet long and 8 inches thick. Construction debris is not collected. dothan.org
  • Unincorporated Houston County. For county sanitation customers, yard debris goes on the right-of-way, kept separate from other materials, with limbs no longer than 5 feet, and pickup is by request and appointment. The county charges for every yard debris pickup. We did not find a storm notice. houstoncountyal.gov
  • City of Enterprise. Standing rules, not a storm notice: limbs no more than 6 inches thick and cut under 6 feet go next to the garbage container, well behind the curb and never in the street. Earlier guidance, from a July 2023 cleanup after severe weather: the city does not pick up construction debris, and a hired contractor removes it. enterpriseal.gov
  • City of Ozark. Standing rules, not a storm notice: trash goes near the street on the edge of the property, not in the street or gutter, with metal kept separate. City crews do not pick up construction debris, including shingles and roofing materials, and tree debris from hired trimmers is the resident's to arrange. ozarkal.gov

What gets documented

  • The roof. Missing and creased shingles and lifted membrane, from straight overhead.
  • The exterior and site. Every side of the structure, plus fences, outbuildings, and detached structures.
  • Wind versus water. Water lines, high-water marks, flood extent, and where debris came to rest.
  • Trees and impact. A tree on a structure before removal, and downed trees across the yard, fences, and vehicles.
  • Emergency work. Tarps and board-up, documented once they are on.
