  • The National Hurricane Center's 4 PM CDT advisory on October 9 placed Isaias about 90 miles south of Pensacola with maximum sustained winds of 115 mph, moving north at 17 mph, and forecast landfall on the western Florida Panhandle coast that evening, then a track across Alabama into the Tennessee Valley.   • That advisory carried a hurricane warning from Ocean Springs, Mississippi, to the Bay and Gulf county line in Florida, and tropical storm warnings to the west into Louisiana and to the east to the Aucilla River. National Hurricane Center, Public Advisory 13.

Airspace around Gulfport and Biloxi

  • Gulfport-Biloxi International Airport (Class D airspace from the surface to 2,500 feet MSL within 4.5 miles of the airport, when in effect by NOTAM). FAA flight restrictions after the storm

The FAA issues temporary flight restrictions for natural disasters such as hurricanes. They are published as NOTAMs and keep aircraft, including drones, from flying in an area without permission for a limited time. Active restrictions over Mississippi are on the FAA’s TFR list. To fly in one, a pilot coordinates with the controlling agency named in it, and approval is the FAA’s decision. A restricted area can add time to a shoot, and some flights wait until a restriction lifts.

Local drone rules

We did not find a local drone takeoff or landing rule on the official pages of the City of Gulfport, the City of Biloxi, the City of Long Beach, the City of Pass Christian, the City of D'Iberville, and unincorporated Harrison County. Roof permits and tarping

  • City of Gulfport. Gulfport's roof permit policy treats a repair of one square (100 square feet) of roof covering or less as maintenance with no permit.   • City of D'Iberville. Not roof-specific: only licensed contractors may apply for and receive building permits, and the city enforces the 2024 ICC codes with the ICC 600 high-wind standard. diberville.ms.us

We did not find a storm roof repair rule on the official pages of unincorporated Harrison County. Check with the city or county building department before repairs.

Storm debris pickup

Once debris goes to the curb or is hauled off, the record of where it landed is gone. If it is safe to leave it, fly first, then move it.

  • City of Biloxi. Earlier guidance: the city's newest storm debris post dates from Hurricane Zeta in 2020, not Isaias. It asks residents to haul debris to the curb, because city contractors cannot go onto private property, and to keep it away from power poles, guy wires, gas meters, and mailboxes. biloxi.ms.us
  • City of Gulfport. This is the general garbage and bulk page, not a storm page. The city does not pick up building materials, hazardous material, tires, concrete, or debris a contractor created; a contractor picks up its own trash, debris, and limbs. gulfport-ms.gov
  • Long Beach and unincorporated Harrison County. Pickup is through the Harrison County Utility Authority. Its general page says limbs and bulky items go at the curb and leaves and grass are bagged. It has no storm instructions. hcua-ms.us
  • City of Pass Christian. The general public works page says roadside debris goes in piles no larger than 3 by 3 feet and contractors haul their own waste. It has no storm instructions. pass-christian.com
  • City of D'Iberville. The public works FAQ says to put trash on the city right-of-way, but not on drain inlets or near hydrants, transformers, power lines, mailboxes, or meters, and the city hauler does not take construction debris. It is not storm-specific. diberville.ms.us

What gets documented

  • The roof. Missing and creased shingles and lifted membrane, from straight overhead.
  • The exterior and site. Every side of the structure, plus fences, outbuildings, and detached structures.
  • Wind versus water. Water lines, high-water marks, flood extent, and where debris came to rest.
  • Trees and impact. A tree on a structure before removal, and downed trees across the yard, fences, and vehicles.
  • Emergency work. Tarps and board-up, documented once they are on.
